The Uganda Registration Services Bureau (URSB) has achieved a significant milestone with the award of the ISO 9001:2015 Quality Management System certification, the world’s leading quality management system standard, focusing on customer satisfaction, process efficiency, risk-based thinking and continual improvement.
The certification, which is preceded by a rigorous audit process, recognizes that URSB’s systems, processes, and personnel meet globally recognized standards for efficiency, transparency, and service delivery.
The Uganda Registration Services Bureau (URSB) is a semi-autonomous government agency responsible for the formalization of legal entities, assets, and rights in Uganda.
Established under the URSB Act (Cap 210), its primary goal is to facilitate private sector growth by creating a reliable and transparent investment climate.
URSB’s work is divided into several functional areas, which include handling the registration of all business entities, Intellectual Property (IP) Registration,and marriage registration, among others:
To celebrate the milestone, the body hosted guests at the Uganda Business Facilitation Centre (UBFC) Auditorium in Kampala, which brought together government officials, board members, management, staff and key stakeholders.
Officials said ISO certification is not merely a technical achievement but a reflection of leadership, culture, and discipline within the organization.

URSB Registrar General Mercy K. Kainobwisho reaffirmed the Bureau’s commitment to innovation and continuous improvement.
“This certification strengthens our resolve to deliver streamlined, faster and standardised services to our clients. ISO 9001:2015 provides us with a robust framework to continuously review, improve and align our processes with international best practices,” she said.
Additionally, ISO recognition reflects a shift towards embedding a culture of quality management across the agency.
Officials said embedding international quality standards would support Uganda’s broader economic development agenda by ensuring reliable, transparent and efficient registration services.
By aligning systems and processes to international standards, URSB would ensure consistent, reliable, and transparent service delivery, which is crucial for a public-facing institution responsible for company registration, intellectual property management, and civil documentation.
From a business perspective, the ISO certification enhances URSB’s credibility with investors, entrepreneurs, and stakeholders by signalling that the agency operates with internationally recognized standards.
Secondly, it reduces operational risks associated with inefficiencies or process inconsistencies, fostering a more predictable and secure environment for business transactions.
Finally, it serves as a benchmark for other government agencies, demonstrating how structured quality management can strengthen institutional performance and public trust.
The recognition also has broader economic and social benefits. Improved URSB service delivery accelerates business registration, protects intellectual property rights, and streamlines access to vital documentation critical components in improving Uganda’s business climate and fostering investment.
The certification thus positions URSB as a central pillar in the government’s drive toward transparency, efficiency, and citizen-centric service delivery.
